Ontario Immigrant Nominee Program: Human Capital

Ontario’s Express Entry Human Capital Priorities Stream is designed for skilled workers who want to live and work permanently in Ontario.

This stream enables the Ontario Program to nominate individuals that have qualified for IRCC Express Entry pool and who have the required education, skilled work experience, language ability, and other characteristics to help them successfully establish and integrate into Ontario’s labour market and communities.

Who Can Apply

To be eligible to apply under Ontario’s Express Entry Human Capital Priorities Stream, the candidate must meet provincial and federal eligibility criteria. The candidate will be assessed against both as part of the nomination process.

To qualify under Ontario’s Express Entry Human Capital Stream, the candidate must:

  • Have a valid profile in the Express Entry pool;
  • Qualify for the Federal Skilled Worker Program;
  • Indicate an interest in immigrating to Ontario AND
  • Have received a Notification of Interest from Ontario through your online account.

Ontario's Express Entry Human Capital Stream Criteria

To be eligible to apply, the candidate must meet the following provincial criteria:

  • Work Experience: A minimum of one year work experience within the past five years according to the criteria under the Federal Skilled Workers Program
  • Education: Equivalent of a Canadian Bachelor’s degree or above
  • Language: A minimum benchmark in English
  • Comprehensive Ranking System Score: Must have obtained a minimum CRS score under the Express Entry system as determined by the director.

Ontario brings in changes on proposed Nominee programs
Ontario addresses existing Immigrant Nominee Program (OINP) streams. Two changes highlighted in the budget which are detailed - are the proposed decreases to the base investment and total assets thresholds for the OINP's Entrepreneur Stream and the expansion of new occupations to the seven that are presently qualified under the In-Demand Skills Stream.
Ontario is likewise proposing the end of its Corporate Stream and minor updates to qualification prerequisites for a portion of the OINP's increasingly prominent movement pathways, including its Express Entry-connected streams of Skilled Trades, French-Speaking Skilled Worker and Human Capital Priorities.
Among different objectives, the OINP said the proposed changes are signified "to improve the responsiveness of the OINP to current market and business needs, including supporting districts that don't generally observe critical dimensions of movement."
All proposed changes would just go live following a 45-day open conference period that finishes May 30, 2019.

CRS minimum score revised by Ontario for Human Capital Priority Stream

Ontario has revised the minimum Comprehensive Ranking Score (CRS) for its Human Capital Priority Stream which is linked with Express Entry immigration stream. The minimum score will be now ‘determined by the director’, whereas previously candidates required minimum 400 scores to qualify for the nomination.

In the last three draws, OINP waived the CRS minimum score to 400. From which two were targeted Express Entry candidates with a job offer and another with French language abilities with CLB 7 or higher. The CRS minimum score was dropped as low as 350 in its 9th August targeted job offer draw.

The HCP or Human Capital Priority stream is the most active and popular immigration pathway. Through Express Entry – HCP steam, Ontario has issued 3,534 Notification of Interest in 2018. Candidates who receive a provincial nomination from Ontario through Express Entry are awarded additional 600 points towards their CRS score.
