In Canada, the Prime Minister distributes mandate letters stating the priorities that the federal government expects its ministers to achieve throughout their tenure in office.

The priorities are then pursued by each minister and his or her department.

Canada’s immigration system is guided by the mandate letter, which is the most essential policy document. Sean Fraser, Canada’s new immigration minister, and Immigration, Refugees and Citizenship Canada (IRCC) will be in charge of putting Trudeau’s policy into action.

Given that the federal government is in charge of the country’s immigration system, this will have an impact not just on federal but also on provincial policies.

A summary of Canada’s new immigration priorities

Priorities revealed in the latest immigration mandate letter include:

  • Trudeau wants Fraser to “reduce application processing times, especially to resolve delays caused by COVID-19,” according to Trudeau.
  • Create new permanent residence pathways for international students and temporary foreign workers through Express Entry.
  • Family reunification: Introduce electronic family reunification applications and develop a scheme to offer temporary residence to spouses and children living abroad while their permanent residence applications are processed.
  • Create a new Municipal Nominee Program (MNP): The MNP’s goal is to foster a more diverse immigration distribution across Canada. It had been planned as a priority following the 2019 election, but because of the epidemic, it has been postponed. Fraser will also make sure that immigration benefits small and medium-sized communities.
  • Waiving application fees for Canadian citizenship: This was also a goal for Trudeau following the 2019 election, but it has been delayed by the epidemic.
  • Establish a Trusted Employer system: Fraser has been urged to collaborate with the Employment Minister to create a Trusted Employer system for Canadian businesses that hire temporary foreign workers. In addition, he is being requested to strengthen the Temporary Foreign Worker Program’s (TFWP) Global Talent Stream by streamlining work visa renewals, maintaining the two-week processing norm, and establishing an employer hotline.
  • Undocumented workers: Build on existing pilot projects to figure out how to get undocumented employees’ status in Canada regularised.
  • Continue to collaborate with Quebec to help immigrants in Quebec improve their French language skills, as well as promote the national Francophone immigration plan.
  • Resettlement of Afghan refugees: Meet Canada’s objective of 40,000 Afghan refugees.

In September, Trudeau’s Liberal Party was re-elected for a third consecutive term. They have adopted an aggressively greater immigration strategy since taking power in 2015. This has necessitated an increase in immigration from around 300,000 per year to the present goal of over 400,000 per year.

Trudeau introduced his new cabinet in October after their victory. Fraser is a Nova Scotian lawyer who was first elected to Parliament in 2015. He takes over as Immigration Minister from Marco Mendicino, who is now the Minister of Public Safety.

According to a meeting held in October 2021 between IRCC and organizations representing Canadian immigration lawyers and consultants, the department currently has three short-term priorities: meeting the 401,000 newcomer target for 2021, reuniting families, and bringing Afghan refugees to safety in Canada.
