Anyone from any country can apply for a Canadian work visa before they enter Canada i.e. In order to work in Canada, most foreign workers require a work permit. For this, an offer from a Canadian employer is required to be granted with a Temporary work permit by the Employment and Social Development Canada. Work Visas are always temporary in nature, but it can always be extended from inside Canada.
