A monthly survey conducted by the Canadian Federation of Independent Business found that 47 percent of small Canadian businesses are experiencing skilled labor shortage. According to the Canadian Federation of Independent Business skilled labor shortage is mainly found in the provinces of British Columbia, Quebec, and Ontario.

The industries experiencing the highest skilled labor shortages were transportation, construction, natural resources, and personal services. Due to the shortage, many employers are forced to limit their hiring plans which in return is affecting their ability to grow. These findings were based on the replies received from 655 federation members randomly selected for a monthly survey of Business Barometer.

Necessary steps were taken by the province of Quebec in recent months to bid the labor shortage. The province of Quebec adopted a new Expression of Interest system for the Skilled Worker Program. The province of Ontario revised the minimum score requirement for its Human Capital Priority Stream.

Most of the provinces have a Province Nominee Program (PNP) which allows them to nominate immigration candidates for permanent residence every year.
