International Graduate Category
Individuals who have graduated from an eligible Canadian university or college in the last three years are eligible for this category. To be considered under this sub-category, a job offer must come from a BC employer.
International Post-Graduate Category
This category is for people who have received a Masters or Doctoral degree from an eligible educational institution in British Columbia in natural, applied, or health sciences programs of study and are seeking employment. To apply under this sub-category, you must not have a job offer.
Entry Level and Semi-Skilled Worker Category
Workers in certain tourism/hospitality, food processing, or long-haul trucking jobs, as well as entry-level or semi-skilled workers living and working in British Columbia's Northeast Development Region, may be eligible for immigration under this initiative.
Minimum Requirements
- You must have accepted a full-time employment offer (except for the International Post-Graduate Class Category)
- Must have a salary offer that is in line with the province's minimum wage rates (except for the International Post-Graduate Category)
- Please indicate you can support yourself and your family (except for the International Post-Graduate Category)
- Must meet language requirements (for NOC skill level B, or the Entry Level and Semi-Skilled Worker Category)
- Must satisfy all other criteria applicable to your industry.
- The employer must also fulfil the following requirements -
- Be established in B.C.
- Meet domestic labour market recruitment requirements
- Offer full-time, indeterminate (permanent or with no set end date) employment
- BC PNP Tech applicants in eligible tech occupations may have a one-year, full-time job offer
- Offer a wage in line with industry standards
- Provide a signed job offer
- Complete and sign the Employer Declaration Form
- Submit supporting documents about their business
- Follow local laws and regulations
Process
- First register for the BCPNP Online by filling out all of the fields on the website (except for Health Authority or International Post-Graduate categories, as you can apply directly for these categories).
- You will receive a registration score based on a number of criteria and be placed in a selection pool for the chosen category if you meet them.
- Those who fulfil certain conditions with a score above a specific threshold are invited to apply for a provincial nomination in a province's draw.
- Who receives invite and wish to become a BCPNP should apply through the BCPNP Online portal within 30 days.
- B.C. will examine your job, education, location in B.C., language proficiency, and wages against provincial labour market demands after you submit the application in the system using BCPNP Online.
- If you obtain a provincial nomination, you may apply for permanent residence with the Canadian federal government.
BC PNP Express Entry
The British Columbia Express Entry stream is designed for immigrants who are already in the Express Entry pool. Express Entry is a system created by the federal government to manage applications for permanent residence. The Express Entry system is not an immigration program itself, but rather a way of managing applications for Canada's main economic immigration programs – the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.
To be eligible for the British Columbia Express Entry stream, you must:
- Have been invited by B.C. to apply
- Be eligible for one of the three federal economic immigration programs managed by Express Entry
- Score a minimum of 67 points on the British Columbia Immigration Selection Grid (BCSIG)
- Meet all other program requirements
If you are invited to apply, you will have 30 days to submit your application.
If you meet the requirements of the British Columbia Express Entry stream and are nominated by B.C., you will receive 600 additional points under the Comprehensive Ranking System (CRS), which will guarantee that you receive an Invitation to Apply (ITA) for permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).

Entrepreneur Immigration - Base Category
This category is for senior management or company owners who want to put money into a new business in British Columbia.
Entrepreneur Immigration - Regional Pilot
This is a new immigration pilot program targeted at foreign entrepreneurs interested in starting a company in British Columbia's small towns.
The British Columbia Provincial Nominee Program (BC PNP) describes the pilot as a means of more equally distributing the economic benefits of immigration throughout the province of B.C.
A potential entrepreneur applicant must meet the following requirements in order to be considered eligible for the BC PNP EI Regional pilot:
- Establish an eligible new business aligned with the priorities of the referring community.
- The minimum personal net worth requirement is $300,000.
- The applicant should have 3+ years of active business ownership or/and senior management experience within the last 5 years.
- Demonstrate a minimum language proficiency equivalent to a Canadian Language Benchmark (CLB) level 4.
- Submit a business plan to be eligible for enrolling with a B.C. community.
- Demonstrate that he or she will own at least 51 percent of the planned firm.
Entrepreneur Immigration Fees:

Strategic Projects Category
Through this category, foreign-controlled companies can set up an operation in British Columbia. Up to five key foreign managerial, professional or technical staff members can be nominated for permanent residence in the province.

- Registration score notification: 6 weeks (from date of registration submission)

Registration Process
If you'd like to learn more about the Entrepreneur Immigration Categories, you must first complete your registration and submit a short business plan through BCPNP Online.
After considering the information supplied, you will receive a score. Candidates who are qualified are placed in the pool. The top scoring individuals are invited to apply on a regular basis.
If you're invited to apply for a BC PNP, you'll have up to four months to complete your application using BCPNP Online. At the time of submission, you will require to submit verification report of your net worth from an authorized accounting firm.
If you succeed, you will be given a two-year work permit and allowed to start your business in B.C. You will have up to 20 months to put your business plan into action. You'll then be able to apply for permanent residence if you get approved by the province.
BC PNP Tech Pilot
The BC PNP tech pilot is a program designed to help British Columbia attract and retain skilled workers in the technology sector. In order to be eligible for this program, you must have a job offer from a British Columbia employer in the technology sector. You must also have the skills and experience required for the position.
The BC PNP Tech is only available to individuals who are already eligible for the British Columbia Provincial Nominee Program's Skills Immigration or Express Entry BC streams.
On a weekly basis, the BC PNP invites qualified registrants with a valid job offer in one of the 29 eligible professions to apply for accreditation.
- The minimum duration of the BC PNP Tech job offer is 365 days, as opposed to the other BC PNP streams, which demand a job offer for an undefined period of time.
- A job offer that is more than a year in length will continue to be eligible for the Tech.
- From an eligible employer in the province, and for a full-time position, the offer must also be genuine.

How To Apply Under the BC PNP Program?
- After making a decision on their category, applicants can register online and receive a registration score. Registration is completely free.
- The BC PNP will conduct a tech draw every week (subject to processing capacity), inviting the top-scoring technology sector registrants to apply for inclusion.
- Invited candidates have 30 days from the date of invitation to submit a completed online application. There is a $1150 government fees.
- The BC PNP will handle the application in a timely manner.
- If the application is accepted, the applicant receives a nomination that he or she can utilize to apply for permanent residency.
